US lawmakers are meeting during the weekend for the initial time since the government shutdown began over a month ago, but expectations for a bipartisan agreement on how to resolve the impasse appeared to diminish as GOP senators floated a proposal unacceptable to Democrats: scrapping the Affordable Care Act, called Obamacare.
Deepening Impact of Federal Closure
The effect on Americans from the lengthiest closure of the US government in history worsened on Saturday, as federal workers went unpaid, airlines were compelled to ground planes and SNAP benefits have been delayed for 42 million Americans.
President's Proposal from Golf Course
As Saturday's meeting got under way, Republican senators embraced a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by HSA-style accounts.
"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
Republican Support
Several Republican senators praised the proposal, which is similar to a replacement for Obamacare proposed in 2017.
"We're going to replace this broken system with something that is truly better for the consumer," one senator said.
Another senator commended Trump's proposal on online platforms, and displayed a large print of Trump's post as he spoke on the Senate floor.
"I'm writing the bill right now," a third senator wrote in response to Trump's suggestion. "We need to stop taxpayer money from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."
Opposition Response
Democratic lawmakers shared concerned responses to Trump's plan.
"In other words, Donald Trump's 'proposal' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been defeated by the public and Congress."
Another lawmaker reacted to the criticism of carriers by posting: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Really? Then I welcome your support for Medicare for All."
Ongoing Negotiations
The Senate adjourned without reaching a resolution, but Senate Republican leaders have signaled an openness to an emerging plan from a handful of moderate Democrats to terminate the shutdown in return for a future vote on the Obamacare subsidies.
One Democratic senator, who is leading the talks among centrists, said that Democrats "require another way ahead" after Republicans turned down an offer to restart the government and continue the subsidies for a year.
Another leading Democratic lawmaker persisted in maintaining that Republicans should agree to a one-year extension of the payments before negotiating the long-term of the subsidies.
"Inaction is irresponsible because citizens will go into debt, people will lose insurance, people will get sicker," the senator said in a floor speech. "That is what will happen if this Congress fails to act."
Political Situation
None of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same insurance companies, or that Republican legislators need the support of several Democrats to restart the government, and the idea of eliminating and replacing Obamacare with HSAs is improbable to earn a single Democratic vote.
Several observers suggested that the essence of such a proposal would remove the ACA's mandate that insurance companies cover patients with pre-existing conditions.
After his golf outing, Trump went back to his residence and reiterated on his insistence that Republicans stop seeking compromise and try instead to repeal and replace Obamacare with a iteration of the proposal that was unsuccessful to secure enough backing in 2017.
