The Australian skipper has taken 309 Test scalps in 71 appearances with an average of 22.10.
The Australian chief selector the selector has confirmed that pace spearhead Cummins will have a crucial role in this winter's Ashes series.
There were concerns that the veteran bowler might be unavailable due to a stress fracture in his back that was still troubling him.
Earlier indications from team management suggested no official announcement had been made regarding his involvement, with the five-Test series set to start on 21 November in Western Australia.
The selector shared that Cummins is "building up" and felt positive about his chances of participating.
"We're aware that the window is narrowing and multiple considerations at play, aside from his injury, but further aspects," the selector added.
"The outlook is good. [We are] really confident that he will feature a key capacity. Hopefully starting in Perth. Otherwise, we'll adjust."
Previous Setbacks
The captain missed the ODI and T20 games against New Zealand and India in the previous weeks after medical tests showed a lumbar bone stress.
He has a history of spinal problems, with flare-ups in 2012-13, 2013-14 and 2015-16 causing him to miss multiple domestic campaigns in a short span.
He emphasized he would be ""aggressive" and "take risks" in his recovery plan to secure his spot for the contest.
The selector indicated that he did not know if he had started his bowling workouts as part of his rehabilitation but conceded it was "getting tight" for him to regain fitness for the first Test.
Backup Options
In case of absence, ex-skipper Smith will take over the captaincy.
All-rounder Cameron Green was withdrawn recently from the ODI lineup for their limited-overs matches against the subcontinent side as a precautionary measure because of discomfort in his torso.
Bailey described it as a "slight concern and mentioned that he'll feature in the Sheffield Shield, so will be "ideally positioned to resume bowling."
"Considerable effort has gone into creating the schedule for him to participate for the opening match as an all-rounder," the selector detailed.
"Originally, he'd only feature in the initial matches in any case. How he handles the willow in shorter formats, should it hinder progress for 24 more hours, the choice was made to take a cautious route."
